Add Woodpecker CI pipeline, make Dockerfile multi-stage
ci/woodpecker/push/deploy Pipeline failed
- Multi-stage Dockerfile: download Zig 0.15.2, build inside Docker
- .woodpecker/deploy.yml: Kaniko build + push + manifest update
